Mississippi history.

"Cbs news" has exclusively

Obtained text messages and

Documents thatct the plan

To divert millions of dollars in

Welfare funds to pet projects of

Hall of fame quarterback

Brett favre.

Up in the largest welfare

Scandal in mississippi history.

Over $77 million were diverted

Away from poor people.

And given to just about

About the welfare scandal.

$1.1 million for speeches he

Made was "a nasal spray to treat

Then-governor phil bryant about

A man with an interesting taste

In idioms.

Favre was the drug company'

Biggest outside investor and

Used his clout to urge

Mississippi's then-governor

Phil bryant to spend millions of

Taxpayer dollars to test the

Unproven drug.

Favre wrote, "it's 3rd & long

And we need you to make it

Happen."

"I will open a hole," bryant

Responded.

Bomani: I mean, he thinks

He's talking about football, but

It sounds like he just

Downloaded grindr.

Now, all the money that

Scandal came from a nonprofit

That was in charge of dispersing

Welfare funds, which was run by

A woman named nancy new.

Now, both favre and bryant claim

They didn't know the source of

The $2 million was from welfare.

But -- and it is a sir mix-a-lot

Big "but" -- one of the people

Favre lobbied for the money was

Jon davis, who was, at the time,

The head of mississippi's

Welfare department.

And currently, he is headed to

Prison for his role in the wider

Welfare scandal.

Now, how did he end up in charge

Of the welfare department in the

First place?

He was appointed to this

Position by none other than:

Phil "where the holes at?"

Bryant.

Anif all that sounds reall

Suspicious, it might be because

It is really suspicious.

And this wasn't even the first

Time welfare money ended up

Going to one of favre's pet

Projects.

Nfl hall-of-famer brett fre

Is facing questions of whether

He knowingly took $5 million of

State welfare money to build a

New volleyball facility for his

Daughter's team five years ago

At her university and his

Alma mater.

Favre's attorneys are denying

That he everhe was

Receiving welfare money.

I can believe he did not know

$5 Million in welfare money was

Being funneled into a volleyball

Arena at his daughter's school.

You see how much he put on text,

His dumb a*s don't even know how

He might believe anything.

Though for someone who didn't

"Know" where this money was

Coming, favre sure was nervous

About people finding out.

Court documents filed in

Jackson, mississippi, show in

2017 Brett favre texting, "if

You were to pay me, is there any

Way the media can find out where

It came from and how much?"

The texts are between favre and

Nancy new, who -- at the time --

Ran the mississippi community

Education center, a nonprofit in

Jackson.

Months later, favre texting in

Part, "nancy, santa came tay

And dropped some money off."

Smiley face, smiley face.

Imagine this is the first

Welfare fraud case where a

Smiley face emoji plays such a

But hey, man, you sort of admire

Brett for texting about all of

It's that recklessness

That led to him being the

Welfare scandal, she said yes to

Favre, and she said yes for one

State's welfare money might have

Thought twice about funneling

Welfare funds to projects that

Sure don't seem like they are

About welfare.

$5 Million," you say,

In 1996, a program called "tanf"

Was established as part of the

New american welfare system.

Tanf: temporary assistance for

Needy families.

Now, tanf sounds great in

Theory.

Needy families should receive

Government assistance.

But the welfaretem is not

Designed to help poor people.

'Cause states are not even

Legally required to spend all

Their tanfoney on needy

Families.

So, they don't.

Each year, the state of

Mississippi receives

$86.5 million in tanf funds for

Its nearly 3 million citizens.

In 2021, there were over

Half a million mississippiansviy

But in that same year, there

Were only 222 adults receiving

Tanf in the entire state.

That's less than one-thousandth

Of 1% of the state's adults.

There are more "rs" in a

Mississippi *-word than tanf

Recipients.

It honestlfeels like the tanf

Application portal in the state

Is just a blank screen that says

"Nah, bruh."

The federal government does not

Track whattates do with

Tanf money that doesn't go to

The poor, and neither does the

State of mississippi.

And in that gray area...

Things happen.

Like slush funds.

And in the case of mississippi,

We know plenty of places where

The state says the slush fund

Money went.

The mississippi department of

Human services is suing 38

People and companies for

Squandering welfare money.

Including prominent names

Like former nfl player

Brett favre.

Former nfl running back

Marcus dupree, former linebacker

Paul lacoste, retired wwe

Wrestler ted "the million-dollar

Man" dibiase, sr., And his two

Sons.

Everybody has a price for the

Million-doll.

Bomani: I used to love that

Guy.

For those who don't know,

Ted dibiase, aka "the

Million-dollar man," was a

Famous pro wrassler.

And even he was caught up in

This government scandal.

Which would be like finding out

Somehow that hulk hogan was

Shot jfk.

But it's not just ted dibiong tt

Were: john davis -- remember

Him?

He also funneled millions of

Funds.

And john davis' brother-in-law,

Brian smith.

And john davis' nephew,

Austin smith.

The mississippi welfare fund

Should have gone by the name

Of the "davis family reunion!"

But there's actually another

Sports legend involved in this:

The greatest football player

That never was.

Marcus dupree is speaking out

Annding himself against

Allegations against him in a

Welfare fraud case in his home

State ofssippi.

Marcus was working for

People who clearly weren't good

Actors in this.

What they were doing or

Attempting to do is attempting

To set up an equine therapy

Horse farm, right?

And they wanted marcus to run it

Because he's got his experience

With horses and, frankly, they

Know that horse therapy is good

Therapy.

Bomani: you know your

Therapist ran out of answers

When they're like "I'm going to

Prescribe you a horse."

Marcus dupree was once the most

Sought-after recruit in high

School football history.

He even briefly went to

Southern miss.

The same school where

Brett favre went.

And john davis.

And nancy new.

And phil bryant.

But even though marcus might

Have received mississippi

Welfare funds for a horse

Therapy ranch, he believes that

He's being impd in all of

This for a different reason.

You got money, $371

You were supposed to do things

For the state.

Work with kids, equine therapy.

Working with horses.

Yes.

Speeches.

Statements.and the state says it

Happen.
