We have an armed suspect

wanted for homicide.

He's not gonna turn himself in.

You guys are gonna have to k*ll him.

I could hear the hostage was terrified.

Stop!

I thought this was going to be the end.

We were pretty sure he was gonna try

to lead me deeper into the forest.

I had no idea whether they were armed.

Hey, stop! Stop!

It's the day after Christmas.

Everyone's happy and jolly.

They're with their families.

I log on to my computer,

see what's going on in the city.

There's a BOL, be on the lookout.

There was a 187, which was a m*rder.

The suspect's vehicle

is a black Chevy Silverado

with a Punisher sticker on the back.

Investigators say

42-year-old Florencio Rodriguez

was found shot to death in his driveway.

Investigators won't release much

in terms of a motive

or what the exact relationship is

between Salgado and Rodriguez,

but they say

the two are ex-family members.

And this was not a random act of violence.

Everyone wants to find that person

who took an innocent life.

We're just looking around

and I see a black truck.

I could see the Punisher sticker

that they have put on the BOL.

This was definitely a match.

My adrenaline just went through the roof.

8454 in the air,

I've got the 187 suspect vehicle.

When I heard officer Teyechea

come over the radio,

I was about half a block

north of his location.

I thought that he would just

surrender at that point

because there were so many units

that responded.

Obviously, that was not his plan

that night.

We're going 80 mph on side streets.

He was weaving through vehicles.

When we had come to red lights,

he wasn't stopping.

Through the red light

It was a patrol sergeant.

I'm trying to figure out

which officers are in the pursuit.

Organizing our resources

that we still have left in the city.

I was anticipating he was probably

gonna go towards the freeway.

We're taking the 5 North.

It's about 1-10, light traffic.

He hit the 78 freeway. And then the

I-5.

Escondido ASTREA 3, we're 97

from about two and a half miles out.

We'll start calling it now.

Number 2 lane, speed's 100 mph.

Coming off an ocean side b*llet.

And we're getting off the 5 freeway

here, transitioning.

Copy, transitioning. Eastbound 78.

Yeah, we're setting up for eastbound.

At that point, we know

he's gonna come to Escondido.

And that's when I requested

to get the BearCat.

The BearCat is an armored vehicle.

So, it's much safer than just having

a patrol vehicle out there.

This is a highly tense

rapidly evolving situation.

The amount of adrenaline

in everyone's bodies,

your mind is going

a hundred miles a second.

- 911, What's the address?

- Michael, they sent me a message.

She's coming to contact you guys.

She's in the car with him.

She said, "Tell him I'm in the car.

I'm scared." Then he have a g*n.

That's when we learned that he wasn't

alone. He has a hostage in the car.

He told her he's not gonna stop,

he's not gonna turn himself in.

You guys are gonna have to k*ll him.

Having a hostage in the car,

changes our dynamic on how we react.

He showed up unexpectedly at my house.

He got into a fight with my friend,

and he pulled the g*n out on them.

I obviously told him, like, "You

know what, you have to leave."

My cousin left with him

because they get along very well.

So, she was obviously trying

to calm him down.

We were getting more information

from family members

regarding his actions

prior to the pursuit.

Is he under the influence?

Does he drink? Does he take drugs?

He does do drugs.

Okay, do you know if he was under

the influence tonight?

- I'm positive he was.

- What kind of drugs does he use?

- He does meth.

- Okay.

People high on methamphetamine can be

extremely paranoid

and prone to violence. And difficult

to deal with rationally.

It's another thing we had to deal

with, something in my game plan

as far as how to respond to the situation.

Getting that pursuit stopped

would allow us bunch more options

as far as being able to rescue the

hostage and take him into custody

that we didn't have

as long as the vehicle was moving.

Rancho Santa Fe,

Okay, number three lane right now

speeds about 80 miles per hour.

One mile off from Rancho Santa Fe

Half a mile from Rancho Santa Fe Road,

speeds about 60 miles an hour, 65.

Number two lane.

He's coming up on you guys now,

number two lane.

It's tobacco.

- Spike was good, spike was good.

- Spike was good at Rancho Santa Fe.

The spike strip was successful.

So, the two passenger side tires

were flattened.

Just about at Los Pozos,

far right-hand side of the freeway,

speeds about 45 miles an hour.

It was absolutely a victory at that time.

I thought it was gonna be minutes

before this was over.

- Exiting Los Pozos.

- Exiting Los Pozos.

Traffic is light on Los Pozos,

speeds about 40 miles an hour.

But that wasn't the case.

911, what is the address of the emergency?

It's a sheriff with a transfer call.

On the night of December 26th,

I was the primary call taker

and that's when I received the call.

It was the passenger on the phone.

Hi, are you in that car?

- Hello.

- Hi, this is the police.

- You're in that car, right?

- Yeah.

Okay, can you tell me, give me an

update on what's going on?

They just ran over,

I think, he ran over the spikes

- where his tires were flat.

- Right.

And he just wants to be left alone.

So, he's just at home.

He didn't do anything wrong.

Okay, do you think he'd be willing

to stop and then peacefully give up?

No.

Prairie Traffic, we're landline now

with somebody inside the vehicle.

It's a female.

We'll be updating the information

that we're getting from the crew.

Looks like we are on the on-ramp

for the eastbound 78.

- Did he tell you to call?

- Yeah, he did.

We'd love to talk to him.

We want to resolve this peacefully.

Okay, I'm gonna put you on speakerphone.

We are trained to try to keep our

cool, remain calm, remain collected.

He was a m*rder suspect, armed, in a

moving car, now with a hostage.

The pressure was on

almost from the get go.

I don't want to be too loud

and throw him off,

or interrupt the flow of the conversation.

I was not doing anything evil.

I was smart.

Why are they chasing me?

Why didn't you stop and talk with

them at that point?

I did so many calls to you guys.

All you guys did was put me in jail

for years.

He kept referencing an unrelated case.

He kept talking about

his children and his parents,

and about how the system had failed him.

It seemed like no matter what I said,

he just wrapped back around

to one of these conversations.

- She system took away my kids.

- Okay.

I love them so much.

His state of mind sounded manic.

We need to get her out of the car.

I'm going to mental, I'm not

mentally-- I'm not mentally stable.

My first priority was to figure out

exactly what he wanted,

how he thought

this was going to resolve itself.

Robert, if I get the officers to back off,

do you think you'd be willing

to let her out of the car?

he'll probably let her out.

430, we're working out in getting

437, once we get the BearCat over here,

can we just have it on the 78

on-ramp from Nordahl, eastbound?

Our western border is Nordahl Road.

We staged the BearCat

on the freeway on ramp,

so the BearCat could pull in

behind the suspect.

Fortunately, we have

Three of his tires on his truck

had been popped.

So, he's now driving on three rims.

He is going in about 8 miles per hour.

For the BearCat,

he is coming up on the bridge here

in just about 10 seconds,

and he'll be at the bridge.

Just came out. You guys should be

seeing him to your left here

in about five seconds. There you go.

Your left-hand side, number 3 lane.

Go! Go!

BearCat is up. We will be moving

to join the pursuit.

Give him some space, and then the BearCat

- can take over number 1.

- 10-4.

At that point, our BearCat

took a position behind the suspect

as the regular police cars pulled back.

As the BearCat was now gonna be

the number one position behind the

suspect vehicle,

the likelihood that we were gonna get

involved in some significant action

was pretty great. It was likely

that there was gonna be a gunfight.

I had never been in a gunfight before.

I don't know how you mentally prepare

yourself for it

other than just understanding and knowing

that there is a high likelihood

that you're probably gonna get shot.

He's number three lane,

there's no traffic in front.

Your traffic break is working good.

I don't have anybody

getting on the freeway right now

and speed's about 10 miles an hour.

The hostage is advising,

the driver is heading towards the

♪♪♪address in Escondido.

Have a unit respond to that location

if he heads in this direction.

I was concerned

that maybe he was trying to go home.

Maybe he was trying to get back

at the mother of his children,

or get his children back,

or harm somebody else in his family.

So, that was definitely a concern of mine.

We have to protect that location

to keep him from getting into a house

with a hostage and barricading in a house.

He still had a g*n. He could sh**t at

people, we had to worry about that.

We're gonna conduct negotiations

from a parking lot of the

Children's Museum.

I set up command post near the

location without being too close.

I knew Keaton was doing a good job,

and I wanted to keep using them

as long as I could.

'Cause the last thing you wanna do

while you're speaking with somebody

on a phone in a situation like that

is act like they're not the most

important thing in the world.

Well, Robert, you have my attention now.

Calling it a pursuit

is sort of a misnomer in a situation.

Technically, it was a pursuit,

but really, what it was,

was a slow moving barricaded suspect

with a hostage.

So, it was a weird dynamic.

Something that we don't really

actually get very often.

447, this is BearCat. Are you

wanting us to let him enter the city

or do you want to see

if we can stop him prior to?

We're not gonna force anything with

the female in the passenger seat.

Southbound on North Broadway

from the 78, about eight mph.

As a negotiator, you need to make

sure you have some sort of plan.

It's more than just, "Okay, I've got

you on the phone, let's talk."

on as a negotiator

is if somebody finally gets to speak

We'd received information that

She was following it in her car. We

were able to stop and contact her.

She's trying to pass by but she's

saying they're not allowing her.

It was never my intention

to allow Roberto to see his mother,

but I was able to use the fact that

Roberto wanted to speak with his mother.

As a tool to try to get him

to do what we needed him to do.

and we can take you into custody,

and then you can speak to your mom.

We set up in a straight line for Matt

to engage what he was going to do.

going to get hurt,

it's gonna be the fault of the

police, and he hung up,

and at that point,

I knew that things had escalated.

We have backed off. Stop the

vehicle.

So, he's saying he's stopping right

- Creep up on it?

They were backed up or not as close.

And he thinks that you're trying

to shut off or turn off his truck.

He didn't want the police to get

close, because he was afraid

that we were gonna use

some kind of device to stop his car.

They are advising you if there's a

way for us

to shut off the car remotely.

OnStar is a service where if

somebody's vehicle is stolen,

it can be used to disable it

so it can be driven.

The suspect actually gave us the idea.

Hi, this is Escandido Police.

- Hi, how may I help you?

- Hi there.

We are in pursuit of a vehicle

and we have an armed suspect wanted

for homicide.

Is it possible to disable his

vehicle using OnStar?

Looks like OnStar will be able to do that.

We're just verifying who we are.

We'll do it at your command

whenever you're clear.

They are clear to do it.

Once they deactivate the vehicle,

the brake pedal will still work,

and he can still steer.

However, he will not be able

to accelerate, which is perfect.

We could let it roll to a stop.

Once dispatch got to work with

OnStar, we formulated the plan.

We are gonna be angling the front

end towards the driver's side.

Is that gonna be from the rear?

Rear driver's side light, and we can

pin it from the front if you want?

Yeah, that sounds like a good plan to me.

The plan was to have the Oceanside BearCat

pull in front of the suspect vehicle

so that it created a backstop for us.

It would prevent g*nf*re

from going down Mission Avenue.

The BearCat would absorb rounds, and

then our BearCat would engage.

At that point, I took position

inside of that turret

to have the outside overwatch position.

It'll drift slowly to a stop

depending on how fast they're going.

Just want to make sure

that we have the right vehicle.

- Do you have eyes on the vehicle?

- We do.

Okay, so I'm going to--

I'm gonna flash the lights.

So only the people outside behind

the vehicle are be able to see it.

The vehicle's had its lights off.

to shut down the vehicle now.

They said they're getting ready

I jumped down and ran around the

driver's side of the BearCat.

The suspect had his door open, and I

could see a handgun pointed at me.

I could see Roberto laying on the

ground, the g*n within arm's reach.

Roberto had been shot multiple times.

- Where are you hit?

The only thing going through my mind

was getting him there

and getting medical attention

as quickly as possible.

This isn't like just someone

that you work with.

This is someone that you train with.

Someone that you're friends with.

Someone that you trust with your life.

Cut the shirt. We're almost there.

Just make sure you can get that gear

off. Get his gear off of him.

I was talking to you on the phone

and I can't tell you how relieved I

am that you're safe. Okay.

Roberto, at any moment,

could have turned the g*n on her.

She was obviously shook up.

I mean, she'd been through an ordeal.

Tthat she walks away unscathed was

nothing short of amazing.

The officer who was wearing

a bulletproof vest

was taken to the hospital

where he's being treated

for non-life-threatening injuries.

Salgado died at the hospital.

As a police officer

in those kind of situations,

you can use all the tools you have

in order to bring things

to a peaceful resolution.

I gave him every opportunity to surrender,

but ultimately, it's up to the

suspect on how it's gonna end.

Danny's gonna be okay.

He said it was a graze.

Cool. Thank God.

I got very lucky.

My injury was just the impact of the

b*llet on the ballistic panel.

It's coming at such a high speed that

there's still strength behind it

that it just split my side open

for a little bit there.

I thought that there was a good

possibility that I could die.

The emotions that we go through,

of your friends getting shot,

the adrenaline dump

that goes through your body,

this isn't just, you know, something

that we just forget about.

The last thing we wanted

was to take a life,

but in the end,

that was Roberto's decision.

On the night in question,

I was patrolling a neighborhood

called Forest Lake Park

which is a very high-crime area

and high-narcotic area.

I saw the vehicle with three males in it.

It was driving normal,

had all of its lights,

but something about the car

just made me turn around.

As I was coming around a corner,

his lights just went out.

As soon as I saw his lights went out,

I knew immediately he was running.

He was traveling

around 75, 80 miles an hour.

I'm going to be at the 10,700 blocks

out on the top of the A-side, Apple Road.

I'm moving forward to 10,200.

We're gonna be 10,300.

So as soon as he turned onto that

dirt road, adrenaline starts pumping.

The road we were going onto is one of

the worst dirt roads you can go on.

That road leads directly into the forest.

110 Greenwood.

We're gonna be going east

on southeast over at 8th Place.

And I was completely alone there.

There was deputies on the way, but

they were still a couple minutes out.

At that point, I had no idea

whether they were armed.

We were pretty sure he was gonna try

to lead me deeper into the forest.

Speed's about 37. It's gonna be going

about 30 miles an hour.

It's a dirt road, so it's fast for

this. But there's no traffic.

It's just me and him.

Looks like it's gonna be occupied

times three.

There's gonna be a male

in the back seat with a red hat.

Can't tell who's in the front seat.

We're occupied times three.

Male, red hat, back seat.

It's unbelievable how fast he was

willing to go on those dirt roads.

At some point, somebody's going to crash.

6-1, gentlemen, we have a forest road

in the back end of this neighborhood.

I'm not sure what the forest road is.

Speed's about 63 now.

You're going 60 miles an hour,

and you lose control.

The only thing to catch you is the trees.

And all of a sudden

So, all the suspects' vehicles breaks

lock up.

I really didn't know

what the suspect was gonna do.

You just have to assume

that he's gonna open fire.

Hey! Stop! Stop! Stop right now!

You're getting shot!

Stop! You're getting tased!

There was something on the ground

that I tripped over.

After I got to my feet, I really

couldn't see anything anymore.

I could hear him running through the

woods. I was completely alone there.

This is 542.

They signal forward into a tree.

All three of them got into the woods.

I'm gonna go back to the car and

secure it.

Hey! Hey!

I saw the suspects actually still

sitting in the vehicle.

I need backup to basically get there

as fast as I can.

It's gonna be a white male. I believe

he's had a black shirt and jeans on.

I'm gonna be holding the car right now.

I got the passenger

and the backseat passenger.

10-4. White male, black shirt and

jeans.

Don't y'all move! Stay in the car!

If they both decided to reach

for something at the same time,

Once I got my DOT or direction of

travel from Deputy Paddock,

time was of essence for me

to find the suspect.

Walking through the woods at night

when it's just you and a dog

is a very eerie experience.

That suspect may still have something

on him, a knife, g*n,

that can still pose a threat

to King and I.

It's definitely a scary situation

to be in.

Your mind might start

trying to play tricks on you.

You might see things

that aren't really there.

The suspect still definitely

had the upper hand.

The only thing I could see

was my flashlight.

Walking into that unknown,

it's like walking into a horror film.

Air One was having to work really

hard to identify a potential target,

watch me,

see the direction that I'm going.

I'm very vulnerable.

You can very clearly hear me coming.

Here.

So, somebody

that's trying to avoid arrest,

it's like cornering

a wild, injured animal.

You don't know

what that animal is still capable of.

Man! Damn!

My suspect could be behind

that next bush, that next tree.

Come around the corner, bam, there he is.

I started to feel

we were going in circles.

My senses were working overtime. I'm

trying to pick up any weird noise

that I'm not used to hearing

being in the woods.

We can't go forever.

Air One can't stay overhead indefinitely.

They may only be able to give me

20 to 30 minutes.

We're looking at a spot by the lake,

up to your north right now,

the lake that you're kind of

working towards.

There you go, Kilo. The big lake's

gonna be off your right,

and you're going around

just the wetland there,

so it's just gonna be ahead of you.

To the right, keep going, keep

going. A little bit more.

Walk in that direction, as you get

closer, I'll get you to it.

Jog that around to your right,

and stay to the left until you hit

the water.

The spot we got

is just on the way you were headed,

just on the south side of the lake.

So, the fact that the heat source

has not moved the entire time Air One

has been overhead

is solidifying in my mind

this is going to be our suspect.

Right ahead of you.

Can I assure you something, K9,

you're under arrest.

I had hoped I'd got

some type of response

but instead I got silence.

You're probably 20 yards now,

so, it's straight the way you're

walking, probably 20 yards.

What was running through my mind

was ambush,

engagement, containment of this suspect.

And it's right ahead of you.

I got rid of my flashlight.

Should I have to draw my handgun, I

could do it quickly.

You're less than five yards.
